VIA Rail Canada launched the request for qualifications of its procurement process to select the supplier who will manufacture the rolling stock to replace the current fleet that operates in the Quebec-Windsor Corridor. The RFQ deadline submission is June 6, 2018 and in the same month the evaluation will be completed. The RFQ will allow Via Rail to select the shortlisted suppliers and they will participate in the RFP process which will submit their proposal in September/December 2018. In December 2018, Via Rail will announce the winner of the tender.
The company will purchase 32 bi-directional trainsets with a capacity of 9,100 seats, the new vehicles will have to meet accessibility requirements, which includes washroom and multiple accommodations for wheelchairs and other mobility aids and devices on the trains. Via Rail’s criteria also includes more fuel-efficient vehicles, fitted with Tier 4 Diesel engines, with the option to operate on electrified lines as it becomes available and with the ability to be bi-directional (push-pull mode).
The fleet renewal is part of VIA Rail’s transformation plan to lead Canadians towards a more sustainable future. Funding to replace VIA Rail’s corridor fleet was provided by the federal government in its 2018 Budget.
“With a new fleet, VIA Rail will be able to offer a modern travel experience to its customers, at a greatly reduced environmental impact. It will also allow VIA Rail to remain the most accessible mode of transport in Canada for people with disabilities, by meeting or in certain areas, exceeding universal accessibility standards,” Yves Desjardins-Siciliano, the President of VIA Rail Canada said.
