Eiropas Dzelzceļa līnijas, Latvia’s Rail Baltica national implementing body, has announced new public procurement to choose a supplier who will carry out the construction project expertise and supervision for Rail Baltica regional stations, infrastructure maintenance points in Skulte and Iecava, and Salaspils intermodal freight terminal. Expected deadline for the submission of offer is February 21, 2023.
The scope of work tentatively includes evaluation of the following Rail Baltica construction objects covering around 70 km of railway tracks around the objects, 37 main buildings, 60 platforms for passenger and freight trains, 28 km of roads, three overpasses and other construction project analysis.
The expected period of service is 48 months from the date of signing the contract. Customer has the right to extend the contract performance period for the period until the completion of the design works, but no longer than 96 months from the date of signing the contract.
Construction project expertise is a professional examination, the purpose of which is to provide an assessment on the compliance of the solution with regulatory enactments, regulations, and customer’s requirements.
The expert’s opinion provides confidence in the compliance of publicly available and socially significant Rail Baltica structures and construction projects following the parameters of safe construction, while the practical significance is to help the customer and designers in ensuring the quality of construction projects.
“Rail Baltica construction is progressing not only in the vicinity of Riga, but the maturity of construction projects is also growing outside of Riga, where design work is already actively underway, and construction expertise will be involved successively. Considering the scale, it is essential to have independent construction specialists with extensive technical experience at the customer’s disposal, who, by monitoring the designer’s work and compliance with the requirements, will ensure the fulfillment high standards and quality,” Kaspars Vingris, Chairman of the Board at Eiropas Dzelzceļa līnijas said.
