St. Petersburg to have a first air-rail connection

St. Petersburg municipality announced it would launch a tender worth RUB 25 billion (USD 400 million) for the construction of a high-speed railway to connect the city centre to Pulkovo Airport.
Located at about 20 km from St. Petersburg city centre, Pulkovo Airport is accessible only by bus or personal vehicles.
The project is not new, having been announced by the municipality six years ago. However, efforts to build a railway to Pulkovo Airport, the fourth biggest airport in Russia, have been postponed after the investors relied on financial support from the Russian Government. Recently, St. Petersburg Investment Committee launched a tender worth RUB 25 billion (USD 400 million) to connect the airport to one of the four rail stations in the city: Moskovsky, Vitebsky, Finlyandskiy and Ladozhskiy.
The municipality wants to allocate a financing of RUB 10 billion (USD 148.2 million) and the winner of the tender will have to invest at least RUB 15 billion (USD 222.4 million), according to the requirements included in the tender documentation.
The project includes the construction of 8 km of railways and the railway will be connected to the 16km of existing railway, according to St. Petersburg Municipality. Although the Municipality signed a letter of intent with Aeroexpress railway operator, there are also other companies interested in this tender. One of them is VTB Capital, a company which, in 2013, was involved in the extension of Pulkovo Airport, and VIS Construction Group, which could be part of the project concerning the construction of a railway above the Polar Circle, to connect Norway to Finland.
Bids for St. Petersburg – Pulkovo Airport link can be submitted between August and October. The final outcome and the winner of the tender will be announced on 12 March 2019.
