Singapore awards USD 700 million contracts for two CRL 2 stations

Cross Island Line Phase 2 Singapore’s Land Transport Authority (LTA) has awarded two civil contracts for the design and construction of two interchange stations under the Cross Island Line Phase 2 project. The two contracts have a total value of SGD 961 million (USD 702 million).

A SGD 447 million (USD 326.6 million) contract was awarded to China Communications Construction Company Limited (Singapore Branch) for the design and construction of the King Albert Park station.

The SGD 514 million (USD 375.5 million) for the design and construction of the Clementi station was awarded to a joint venture of China Communications Construction Company Limited (Singapore Branch) – Sinohydro Corporation Limited (Singapore Branch) Joint Venture.

China Communications Construction Company has an extensive track record in delivering design and construction services both locally and abroad. The company is currently involved in the construction of CRL Tampines North station, Jurong Region Line Boon Lay station and Johor Bahru – Singapore Rapid Transit System (RTS) Link viaduct and tunnels. It is also involved in the construction of the Jurong East Integrated Transport Hub.

Sinohydro Corporation Limited constructed Napier station on the Thomson – East Coast Line and is involved in the ongoing construction of the CRL Pasir Ris East station.

The construction works for the two stations are expected to start in the first quarter of 2024 and passenger service for Cross Island Line Phase 2 is targeted to commence in 2032.

The King Albert Park and the Clementi stations are situated in busy areas surrounded by residential, educational and commercial properties. To mitigate the impact to residents, students and motorists, traffic and utilities diversions which are needed to facilitate construction works will be implemented in phases.

The ground conditions at these two locations are also challenging. To ensure safety and ground stability of the neighbouring stakeholders throughout the construction, earth retaining and stabilising structures will be constructed prior to excavation and construction of the station structures.

Addition and alteration work at King Albert Park station on the Downtown Line and Clementi station on the East-West Line will also be carried out to allow seamless transfers and enhance connectivity to these new CRL interchange stations.

The 44 km long Cross Island Line (CRL) is a mass transit line with eight stations which will be built in three phases. For the CRL 1, a 29 km line with 12 stations, construction works have been launched and are expected to be completed by 2030. CRL Phase 2, announced in September 2022, is a 15 km line with 6 stations expected to enter services in 2032. For CRL Phase 3 engineering studies are ongoing.
