The Russian manufacturer Sinara-Development obtained permits from Verkhnyaya Pyshma Administration of the Sverdlovsk Region for the construction of two new high-speed train manufacturing facilities at the Ural Locomotives plant production site. Prior to this decision, positive expert opinions on the design documentation and engineering survey results for these facilities, near Yekaterinburg, were received.
The first document concerns the building for the formation and commissioning of electric trains with a total area of 17,000 square meters, and the second one involves administrative and amenity building with a total area of 7,000 square meters.
The entire project includes the construction of a components shop, a traction equipment testing centre, a commissioning area, an administrative and amenities building, and a design office. The total area of the new high-speed train manufacturing facilities will be more than 60,000 square meters.
It is also planned to technically re-equip the main production building and the central material warehouse, as well as to construct and reconstruct the engineering and transport infrastructure facilities, including the tracks.
The entire production area will have a capacity for manufacturing more than 300 trains per year.
Sinara is expected to invest RUB 44 billion (USD 500 million) in a comprehensive reconfiguration of the site and plant where the new trains will be built.
“The working documentation for the foundation of the new buildings is being actively developed. For Sinara-Development, the construction of industrial facilities is one of the strategic areas of focus. The company’s specialists have extensive experience in constructing large-scale infrastructure projects, and I have no doubt that this project will be completed on schedule and in accordance with the highest standards,” Timur Ufimtsev, the Director General of Sinara Development said.
The project is planned to be implemented by the end of 2026 when the serial production of the new trains begin and testing and commissioning is scheduled for 2027. The first batch is expected to be completed in 2028.
The new trains are designed for speeds of up to 400 km/h and will operate at up to 360 km/h.
A headquarters and other structures have been erected at the construction site of the high-speed train manufacturing facilities. Additionally, the engineering preparation of the territory has been completed, temporary communications have been installed, and pile testing has been finished. Currently, work is underway at the construction site on the engineering preparation of the territory, the installation of bored piles for the main frame, and the power floor. Additionally, work is ongoing for Building No. 3, where the commissioning of electric trains will take place. A trench is also being constructed for cable routes, and cables are being laid. The installation of temporary railway tracks is nearing completion.
Ural Locomotives, part of Sinara Group, was awarded a contract for the design and supply of 41 8-car high-speed trains for the Moscow – St Petersburg high-speed line. The train development is led by the Railway Transport Engineering Centre, a joint venture created by Russian Railways (RZD) and Sinara Transport Machines, and Ural Locomotives which is responsible for the train manufacturing.
Russian Railways and Ural Locomotives signed an agreement for 43 high-speed trains including two prototype trains and has a total value of RUB 12 billion (USD 136 million).
A 1:1 scale model of the high-speed train has been presented at Manezh Station: Moscow Transport 2030, an interactive exhibition, in August 2024.
In March 2024, an official ceremony was held to launch the construction of the 679 km high-speed line between Moscow and St. Petersburg which will be served by 12 stations. The project for the construction of the new line is estimated at USD 15.5 billion.
This is the first high-speed line in Russia which has a strategy to build a 7,000 km network by 2035.
