Infrastructure Ontario (IO) and Metrolinx have issued a Request for Proposals (RFP) to three shortlisted teams to design, build, finance, operate and maintain the Hurontario Light Rail Transit project. The shortlisted teams are: Hurontario Light Rail Connection Partners (HLCP); MOBILINX; and Trillium Transit Partners. The three bidders were shortlisted after a request for qualifications in October 2016 based on their construction, design, operation and maintenance capability, experience, qualified personnel and financial capacity to deliver a project of this size and scope.
The teams have been invited to respond to the RFP and will begin preparing proposals that detail how they will deliver the project. Upon evaluating the proposals received, IO and Metrolinx expect to award the contract in 2018. A fairness monitor will oversee the entire procurement process.
The Hurontario LRT project includes: approx. 20 kilometres of new dedicated rapid transit between Port Credit GO Station in Mississauga to the Gateway Terminal at Steeles Avenue in Brampton; 22 stops; a maintenance and storage facility. Construction is anticipated to start in 2018, with an estimated in-service date in 2022. The Hurontario LRT project is being delivered using IO’s Alternative Financing and Procurement (AFP) delivery model. AFP transfers appropriate project risks to the private sector.
