Serbia to announce the winner on rail reform consultancy services contract

HZ Infrastruktura has been shortlisted to supply consultancy services for Serbian railway companies reform, the local press reports. HZ Infrastruktura is a member of the consortium whose leading member is the consultancy company KPMG Beograd, and whose other members are Germany’s Dornier and France’s Safege. The contract has been estimated at EUR 2 million.
The Croatian company previously applied along with its partners to the contest opened by the European Union within the IPA program for the technical support to the Serbian Ministry of Transport and the state-owned railway companies, as part of the railway reformation in the country.
HZ Infrastruktura expects that an agreement with the selected bidder might be signed as soon. The winner will provide operative technical support to railway companies in Serbia – Infrastruktura Zeleznice Srbije, Srbija Voz and Srbija Kargo, in establishing a corporate model and in commercial activity management.
Within the tender participated many international consultancy companies with years of experience in railway restructuring such as A.T. Kearney, Deloitte, Roland Berger and Ernst&Young.
The three Serbian railway companies are currently in the initial phases of functioning and the counselor is to provide support to them in signing agreements with the state regarding infrastructure management and passenger transport subsidies, but also in signing mutual agreements, as Srbija Kargo and Srbija Voz now need to sign agreements on the routes with Infrastruktura Zeleznice Srbije. Furthermore, as HZ Infrastruktura says, all three companies need to be prepared for the liberalization of railway transport in Serbia.
