In the first quarter of 2015, RDZ will launch the tender for Moscow – Kazan high-speed project. More detailed information about the tender and the project can be found on the website of OJSC Skorostnye Magistrali, a subsidiary of Russian Railways and the project office of high-speed railway lines. The announcement was released during a seminar that has been held to help potential participants prepare for the tender to select the company to carry out the engineering research and development of the project documentation for the Moscow – Kazan high-speed line. 100 companies from 7 countries take part in this seminar that was led by Alexander Misharin, Vice-President of Russian Railways.
At a meeting with Deputy Prime Ministers in December 2015, Prime Minister Dmitry Medvedev announced government funding would be available in 2015 for the design work to build the Moscow – Nizhny Novgorod – Kazan high-speed line.
The immediate task in implementing the Moscow – Kazan high-speed line will be to conduct the tender in 2015 to select a contractor to carry out the survey work and design the route. After the project work has been completed and the project approved, the construction of the line will begin, to be followed by the commencement of permanent operations.
The project will be implemented under a public-private partnership.
Under the financial scheme of the project, over RUB 300 Billion (USD 5.3 Billion) will come directly from the state budget, representing 30% of total costs. 31% will come from RZD, the Pension Fund and the National Welfare Fund. Private companies who want to participate in the implementation of the project will provide a quarter of total financing, using own funds or credits, while 14% might come from loans to private companies issued through state guarantees.
