Romanian Railway Reform Authority, first steps for rolling stock procurement

The consortium selected by EIB-PASSA has begun working on the elaboration of the documents necessary for the procurement of passenger rolling stock. Under the Operational Programme Large Infrastructure 2014-2020, the Romanian Railway Authority will undergo a major rolling stock procurement project worth EUR 252 million (eligible costs). The project on the elaboration of the documents is co-financed by the European Regional Development Fund through the Operational Programme Technical Assistance and State Budget. The project is expected to take 20 months to complete and will result in the following:
-a feasibility study to prepare the rolling stock procurement;
-preparation of public services contracts in conformity with European norms;
-specifications for the rolling stock procurement project;
-assistance in filling in the financing demand for rolling stock procurement.
The feasibility study, essential in the elaboration of the tender book which will result in the number and type of railway vehicles to be procured by the Romanian Railway Reform Authority (ARF), will be completed this autumn.
Gigi Gavrila, President of the Romanian Railway Reform Authority, has met the representatives of the consortium selected for the elaboration of necessary documents. During the meeting, the parties discussed on matters related to the consultancy of the feasibility study, operational specifications for rolling stock procurement, identification of Romania’s major rolling stock market needs, technical requirements of the future rolling stock procurement according to lifecycle and maintenance costs, organisation of tenders for public services contracts and procurement of rolling stock.
