Romania starts new EMU procurement

inter-regional electric trains The Romanian Railway Reform Authority (RRA) has published on the public procurement electronic system (SEAP) the tender on the acquisition of 20 inter-regional electric trains (RE-IR2). EUR 160 million is the estimated value of the contract which covers a 15-year maintenance period with a possibility to expand the service with further 15 years.

The project is financed by the national recovery and resilience plan, C4 component for the sustainable transport. The award procedure differs from the one financed by the Large Infrastructure Operational Programme, through which an initial order of 20 inter-regional EMUs has already been contracted. Therefore, in order to avoid confusion, this procurement procedure will be called RE-IR2.

The contract also includes the provision of maintenance and repair services, raining of personnel in the operation, operation of trains and software applications, transport, insurance, commissioning and technical assistance during the warranty period. RRA mentions that the maintenance and repair services period is 15 years, necessary for the operation of the respective trains.Thus, the procurement contract has a review clause, respectively the possibility to supplement the maintenance period by another 15 years, without organizing a competitive procedure, by concluding an additional act.

The new inter-regional electric trains will be provided to all rail passenger operators based on public service obligations.

In March 2022, the Romanian Railway Reform Authority and Alstom signed a EUR 263 million contract for the supply of 20 inter-regional passenger trains which includes an option for further 17 Coradia Stream EMUs. The contract is part od the tender to acquire 40 electric multiepl units (EMUs).

Romania intends to modernise and renew the train fleet to deliver passengers increased comfort and to reduce the emissions. In this context, RRA launched in March a market consultation to acquire hydrogen trains for long distance transport services. The procurement of these new trains will be supported through European funding.

The acquisition process calls for three variants of trains which will have a capacity for 160, 180 and 200 seats and 16 places for bicycles.
