The estimated value of the procurement is RON 190 million (EUR 41 million), VAT excluded. Cluj-Napoca Municipality says a framework agreement will be concluded for the delivery of trams. According to representatives of the municipality, the tender books have already been completed and will be submitted to the National Agency for Public Procurement and then published in the Electronic System for Public Procurement (SEAP). Thus, the attribution procedures will be initiated as of 15 January 2018. The budget for Cluj-Napoca pole through Axis 4 of the Regional Operational Programme 2014-2020 – Sustainable Urban Development – amounts to EUR 45.2 million. EUR 36.7 million of the amount would be invested in urban mobility, more specifically in the procurement of public electric transport vehicles. In the first phase, the amount will be supplemented by 50%, says Ovidiu Cîmpean, Director of the Municipality’s local development and project management directorate.
“We will have a framework agreement for each case stipulating a maximum number of trolleys or trams to be purchased. This means that the number of public transport vehicles that we buy can be increased based on necessities and we could buy more vehicles, depending of funds”, added Cîmpean. In turn, Mayor Emil Boc also said that tenders will be organised in 2018 to buy new public transport vehicles. “The tender is European and open to all companies”, added Emil Boc.
We recall that in 2013, Cluj-Napoca completed the final two projects for the modernisation of tram lines in Manastur – Piata Garii and Piata Garii – Bulevardul Muncii districts, the value of the projects amounting to EUR 38 million. Currently, the city of Cluj-Napoca has a fully upgraded tram network, 26 km of simple track and 34 stations. At the same time with the modernisation of the infrastructure, Cluj also bought 12 trams from rolling stock manufacturer Pesa (Poland). Cluj also announced the extension of the tram lines towards two of the communes included in its Metropolitan Area: Jucu via Apahida and Gilau via Floresti. Moreover, Cluj authorities announced their intention to build a monorail line that would cross the city from west to east and provide connection to the local airport.
