The Russian Ministry of Economy proposed splitting RZD into two companies, according to Yaroslav Mandron, Director of the Ministry’s Department of Tariff State Regulation, Infrastructural Reforms and Energy Efficiency. The two companies would manage locomotive business and infrastructure, respectively.
“We need to understand the costs allocated to locomotives; what the profit should be and how much the service actually costs”, Yaroslav Mandron said. He also noted that RZD’s split is being discussed with all concerned parties, including RZD itself, the market and the government.
