PLK signs design contract for North Mazovia Railway

North Mazovian RailwayThe CEO of PKP Polskie Linie Kolejowe, Ireneusz Merchel, and the Mayor of the City and Commune of Serock Artur Borkowski signed the contract for the development of design documentation for the North Mazovian Railway covering the construction of Zegrze – Przasnysz route which will provide connection to Warsaw. The project is part of the Kolej Plus programme and is the second contract signed under this new project to provide towns increased rail access. The first signed contract covers the construction of a 28 km new rail line in Lodz Voivodeship.

As part of the initial planning and forecasting study, three variants were mapped out, in which designers, together with local governments, worked out the most advantageous options for the implementation of the future railway line.

The estimated cost of design works and real estate purchase is over PLN 300 million (EUR 62.28 million).

The line will be constructed from the Masovian towns of Przasnysz (110 km north of Warsaw), crossing Pułtusk (70 km north of Warsaw) and Serock (40 km north of Warsaw) towards the Polish capital. The line, which will cross the Narew River, will benefit from 11 to 14 stations and stops, depending on the selected route variant.

The contract provides for the preparation of design documentation and the purchase of land for a new 73 km, single-track electrified line.

The North Mazovian Railway is to ensure convenient communication between the residents of Northern Mazovia and the capital. The new connection will enable quick access to holiday resorts – Serocka on Lake Zegrzyński or Pułtuska.

According to the project, 12 stops will provide better access to the railway,in Przasnysz, Maków Mazowiecki, Pułtusk and Serock.The appropriate height of the platforms will facilitate the passenger flow getting on and off the train.The stops will be adapted to the needs of people with reduced mobility and will be equipped with lifts and ramps as needed.There will be shelters, benches, passenger information systems and modern lighting.

When completed, the new Przasnysz – Warsaw rail connection will reduce the travel time to one hour and 15 minutes. Besides providing fast services, with trains running at 160 km/h, the new line will contribute to modal shift promoting sustaianble transport between the north Masovian Voivodeship and the capital.

The government of Masovian Voivodeship committed to launch 14 pairs of trains on the Zegrze – Przasnysz route for a period of 5 years from the completion of the investment.

Under the Kolej Plus programme, 34 projects have been qualified for implementation and were submitted by local governments from eleven voivodeships:

In the Masovian Voivodeship four rail projects will be carried out on lines totalling 147 km. The submitted projects cover the construction of 97 km of new lines on two routes between Zegrze and  Przasnysz (totalling 73 km). Last year, the authorities signed an agreement with 18 partners to build the Zegrze – Przasnysz railway line. In addition, a 24 km new line will be constructed to provide the Kozienice town access to railway network. The other two projects cover revitalization works for the 20 km Ostrów Mazowiecka – Małkinia and 30 km Sokołów Podlaski – Siedlce railway lines.

  • Lublin Voivodeship – 6 projects totalling 332 km
  • Wielkopolskie (Greater Poland Voivodeship) – 5 project totalling 201 km
  • Podlaskie Voivodeship – one project for a 77 km rail connection
  • Lubuskie Province – one project to revitalize a 18 km line
  • Podlaskie Voivodeship – one project for a new 77 km rail line
  • Dolnośląskie (Lower Silesian Voivodeship) – 3 projects covering 60 km lines
  • Łódź Voivodeship – two 68 km rail projects
  • Świętokrzyskie Voivodeship – revitalisation works for 88 km on rails
  • Małopolskie (Lesser Poland Voivodeship) – projects to construct 32 new lines and to modernise 31 existing connections
  • Silesian Voivodeship – 7 projects covering 112 km of lines

The programme includes:

  • 10 revitalisation projects totalling 315 km
  • 14 reconstruction/extension projects totalling 516 km
  • 7 construction projects for new 189 km lines
  • 3 documentation projects for 183 km of lines

The Kolej Plus programme will be implemented by 2028 with a total investment of PLN 13.2 billion (EUR 2.74 billion) with a PLN 11.2 billion (EUR 2.3 billion) support from the state budget and PLN 2 billion (EUR 415.2 million) from the local governments. The programme will contribute to the elimination of transport exclusion by ensuring better access to railway transport services.
