The contract is estimated at between RON 74.4 million (EUR 16 million), VAT excluded (for the first batch of 10 trams) and RON 148.9 million (EUR 32 million), VAT excluded (for the whole batch of 20 trams).
In February 2018, Oradea Local Council approved the procurement of 20 new trams. The trams will be bought in two phases, 10 in the first phase and other 10 trams in the second phase.
According to the contract notice, Oradea Municipality says that, beside the 10 new trams, the contract will also include:
– delivery of devices, diagnosis equipment, spares and specific tools necessary for the operation of the trams delivered to Oradea Transport Local (OTL);
– training and authorization of OTL staff;
– placing in service of trams with the bidder taking full responsibility over the end product;
– providing maintenance and technical revisions;
– providing permanent maintenance support at OTL depot for the whole warranty period;
Adding to the contract price could be made without the organization of a competitive procedure by concluding an addendum as the contracting authority has set a revision clause in the contract proposal in conformity with the provision of the Romanian law no. 98/2016. A maximum number of 10 additional trams could be purchased, according to this clause.
The estimated cost of RON 148.9 million, VAT excluded, is the total estimated cost of trams subject to the present contract (10 trams), including the additional 10 trams that could be bought based on the revision clause.
The contract will not be divided into lots, nor other variants will be accepted.
The first 10 trams will have to be delivered in 48 months after signing the contract.
The attribution criterion will be established according to the best quality-price report regarding the offer price (51%), delivery deadline (10%), the actual power consumption for the traction system (11%), the time allocated to planned revision (4%), maximum acceleration (4%), maximum deceleration at breaking (4%), exterior noise level (4%), interior noise level (4%), performance of air-conditioning in passenger area (4%) and performance of interior heating (4%).
The deadline for submitting invitations to tender or participation demands is 11 June 2018.
The bids will be evaluated on 6 July 2018.
