Oradea asks for EUR 19 million financing to buy 10 new trams

Oradea Municipality (Romania) has submitted for financing a European project of EUR 19 million for the procurement of 10 new trams. In February, Oradea Local Council approved the procurement of 20 new trams. At that time, Mayor Ilie Bolojan also said that 10 of the 20 trams would be definitely procured in the first phase.

The project is worth RON 88.84 million (EUR 19.09 million) and the non-reimbursable financial support, representing 98% of the project cost, amounts to RON 87.06 million (EUR 18.71 million). Oradea’s grant is EUR 29.36 million, through the 4.1 investment priority, for sustainable urban mobility.

Oradea’s new project includes the procurement of 10 new trams with a price, per unit, estimated at EUR 1.6 million, VAT excluded/tram, totalling RON 7.44 million, VAT excluded. The public procurement procedure has been initiated and the attribution documentation has been submitted to the National Public Procurement Agency for validation.

The vehicles will have to be between 26-28 m long, with low-floor, equipped with ticket validation machines, heating, ramps and spaces for disabled people.

The financing demand refers to the project “Modernisation of tram fleet in Oradea – phase I”, through the Regional Operational Programme 2014-2020, specific objective 4.1 – Reducing carbon emissions in county capitals using investments based on sustainable urban mobility plans. It was identified as priority project within Oradea Sustainable Urban Mobility Plan and within the Integrated Strategy of Urban Development.

The procurement of the 10 trams will contribute to the modernisation of Oradea tram fleet. By introducing the new trams, the municipality hopes to increase the number of carried passengers by 24.20%, which is 4.4 million passengers/year.

Also, more new trams will help reduce greenhouse gas emissions (tonnes equivalent CO2/year) by 2,807 tonnes equivalent CO2 or by 6.21% (estimated data).

This is the first project submitted by the municipality to support urban mobility development. Other projects are also expected to support public rail transport, the most important of which is the construction of the new tram line in Calea Aradului – Universitate – Dimitrie Cantemir area.
