Lower Silesia orders Elf EMUs

Elf EMUsKoleje Dolnośląskie, the regional rail operator in the Lower Silesian Voivodeship of Poland, and Pesa Bydgoszcz have signed a contract for the supply of 10 five-car Elf EMUs. The new trains will be delivered in February 2026 and by June will be put into operation.

The agreement on the purchase of modern trains was signed on August 29, 2024, at the Marshal’s Office of the Lower Silesian Voivodeship by the president of Koleje Dolnośląskie, Damian Stawikowski, and the president of Pesa Bydgoszcz, Krzysztof Zdziarski. The meeting was attended by representatives of the Lower Silesian Voivodeship authorities including the  Marshal Paweł Gancarz and the deputy marshal of the Lower Silesian Voivodeship responsible for railway transport, Michał Rado.

The value of the contract amounts to almost PLN 440 million (EUR 102.7 million). The cost of one train is approx. PLN 44 million (EUR 10.27 million), of which PLN 37.5 million (EUR 8.75 million) is the price of the vehicle itself, and the remaining part is covered by a package of 6-year maintenance provided by Pesa Bydgoszcz. The purchase of the new Elf EMUs is covered by a credit agreement signed at in August with PKO Bank Polski.

“We obtained favorable credit terms because we have long loan repayment periods, which will be equal to 14 years of vehicle depreciation. However, we expect to repay the loan much earlier. As was the case with the contract for 25 Elf electric multiple units, for which we received funding from the National Recovery and Resilience Plan and from the province marshal,” the president of Koleje Dolnośląskie, Damian Stawikowski, said.

Following this contract, Koleje Dolnośląskie will own 35 Elf EMUs. “I am pleased to inform you that the largest fleet of Elf trains in Poland will increase to at least 35 units, all of them will be running in Lower Silesian colours,” the Marshal of the Lower Silesian Voivodeship. The 25 five-car EMUs are now running on the rail network of Lower Silesia.

“The new trains will enter passenger service on all Lower Silesian routes, including on the connections Wrocław to Opole. The fleet of Koleje Dolnośląskie will not only allow for improving the offer of connections in Lower Silesia or for the Lubuskie province [Lubusz Voivodeship in western Poland]. We want these trains to go to Opole via Oława and Brzeg,” Michał Rado said.

Koleje Dolnośląskie says that it is very rare for one train to connect three provincial capitals. Currently, only a few such connections in the whole of Poland are operated by Polregio. In addition, the new fleet will mean that even more electrified railway networks in Lower Silesia will be served by modern trains from the Pesa factory in Bydgoszcz.
