Kolej Plus qualified projects unveiled

Kolej Plus Programme 34 railway infrastructure investments in 11 Polish voivodships totalling more than 1,200 km of rail lines are eligible for co-financing under the Kolej Plus Programme until 2028, the Ministry of Infrastructure announced.

PKP Polskie Linie Kolejowe has completed the assessment of documents with preliminary planning and forecasting studies prepared by the voivodship governments. Initially 47 projects were submitted covering 1,500 km of railway lines.

“Congratulations to all local governments whose projects have been qualified for implementation under the Kolej Plus Programme. Our goal is to counteract communication exclusion. The great interest of local governments in the programme proves that in Poland railway is an important element for the development of regions,” Andrzej Adamczyk, the Minister of Infrastructure said.

The projects selected under the Programme to Supplement the Local and Regional Railway Infrastructure Kolej Plus (Railway Plus) cover the modernisation, reconstruction, construction and revitalization of the railway lines to provide increased access to rail services to the cities or towns with poor or no rail connections.

The basic conditions for the rail investments under the programme includes the provision of at least 15% co-financing rate from the declaring entities, the commitment to deploy minimum 4 pairs of trains for more than 5 years, and the agreement signed between the applicant and PKP Polskie Linie Kolejowe to ensure the implementation of the projects.

The programme covers 10 revitalisation projects totalling 315 km, 14 projects which include reconstruction of line extensions with a total length of 516 km, 7 projects for the construction of new rail lines totalling 189 km and 3 documentation projects concerning 183 km of railway lines.

Within the available budget allocation, 17-line projects will be initially implemented with the first tenders expected to be launched at the end of 2022, depending on the signing contracts with PKP Polskie Linie Kolejowe.

On April 20, the Ministry of Infrastructure has announced that the budget for the Kolej Plus Programme will be increased from PLN 5.6 billion (EUR 1.2 billion) to more than PLN 11 billion (EUR 2.3 billion). the increased funding will allow the financing of 34 investment projects, instead of the envisaged 17.
