A railway line connecting Gatwick and Heathrow airports and tunnels under the M25, , in London, are among a number of radical ideas proposed to ease congestion on one of the busiest stretches of the motorway.

Thus, the agency suggests building a 35-mile (56 kilometres) high-speed railway line between Heathrow and Gatwick.
Officials stressed that the ideas are not currently being developed, and would be examined by consultants before a shortlist is published.
