The French Regulatory Authority of Railway Activities (ARAF) believes the independence of the infrastructure manager is not guaranteed by the railway reform effective since 1 January. ARAF considers that a balance has not been reached between the objective of the industrial integration of the new campaign resulted from the merger of SNCF and RFF and the objective of the railway infrastructure independence objective. In the approval of the reform, ARAF recommends the consolidation of the management independence of the railway network and of the stations.
ARAF submitted the approval on the reform to the state council.
