For Moscow and Moscow region, authorities bet on railway projects for public transport development

Due to the increasing urbanisation, starting with July 2011, the authorities in Moscow have decided to implement the project called the “New Moscow”, comprising the Russian capital and its adjacent regions, although, the economic activities of Moscow and of Moscow Region have merged a long time ago. As a result, the entire region will need to have an efficient and integrated transport system that will cover densely populated areas, the most important economic and commercial areas. Also, in order to encourage and promote the use of urban transport, in April 2012, the Russian Ministry of Transport included on its agenda discussions on the development of the transport system in Moscow and its region.

Within the reunion of the Coordinating Council (part of the Ministry of Transport), the participants approved the proposal on the use of several aid funds from the state budget to develop the railway junction, a project estimated at RUB 17.6 Billion (EUR 452 Million). The plan of the Council on the elaboration of the transport system development was also approved.
Thus, the authorities propose using various governmental instruments for the financing of projects on railway development. In choosing the directions of the transport programme, most projects concerned railway transport. It is envisaged the the reconstruction of the Small Railway Ring infrastructure in order to organise urban passenger transport, the most important project being the development of an additional transport route in Moscow’s transit system.
To encourage urban transport and increasing the use of railway traffic, an additional line to  Domodedovo Airport will be built, as well as the railway infrastructure necessary for the transport between terminals at Sheremetyevo Airport. To facilitate commuter and regional transport, the authorities will implement a complex project including the organisation of rapid transit on Moscow- Odintsovo route, but the first phase will include the implementation of the project for increasing the speed of trains on Moscow-Smolensk route. An additional railway will be built to solve the problem of train availability to the administrative district of Zelenograd (40 km of Moscow). High-speed transport is also concerned for the development of the entire transport system of Moscow and its region with the implementation of high-speed train organisation programme on Moscow- Novoperedelkino route. This project will contribute to the optimisation of transport services for the recently built areas and for the areas in Moscow region to be developed.
“Government priorities include normalising road traffic, increasing the role of public transport in passenger transport, and creating comfortable conditions for drivers. The Moscow government plans to attract new passengers by developing and re-equipping public transport, and by improving service quality. The government also plans to build and repair roads, increase traffic capacity, develop a smart traffic control system and a smart public transport management system, develop commuter train transport and begin passenger transport on the Small Ring of the Moscow Railway, and implement a unified development programme for the transport system of Moscow and the Moscow Region”, declared Maxim Liksutov, head of the Department for Transport and Road Infrastructure Development within the Municipality.
