By 2030, EU will have a single European TEN-T core network and by 2050 the accessibility of all regions is given by the TEN-T comprehensive network. To achieve these targets, missing links must be eliminated, it will need the upgrading measures to reach established quality standards, member states must build and upgrade the multi-modal connections and it will need traffic management systems for all transport modes, such as ERTMS.
For these projects, the allocation of investments is vital and Connecting Europe Facility will encourage viabil projects that meet the EU policy.
”Connecting Europe Facility-Transport has a limited budget with an amount of EUR 24.02 billion. The CEF priorities, as grants, involve TEN-T Corridors and core network with focus on cross-border projects, missing links, bottlenecks, pre-identified projects. In addition, CEF’s horizontal priorities are interoperability, innovation, ERTMS and sustainable modes of transport, such as railways. EUR 11.3 billion are transferred from the Cohesion Fund to the CEF, with grants exclusively for transport projects with high EU added value in 15 Member States eligible for the Cohesion Fund,” Stephane Ouaki, Head of Unit Connecting Europe Facility – European Commission said, during Railway PRO investment Summit, organized by Club Feroviar, and supported by AIF and AMM.
In 2014, according to the results of the first CEF call for proposals, the amount of the investment is EUR 13 billion in 276 projects, with a strong focus on railways.
Relating to Romanian railway sector, Ouaki said that under CEF 2014 calls there were 6 Romanian proposals and 8 EU proposals with participation of Romanian beneficiaries. The recommended funding is almost EUR 717 million, out of which approx. EUR 685 million for railways. Total national allocation under Cohesion enveloppe is EUR 1.23 billion. Anyway, figures will be confirmed after signature of grant agreements.
