Femern Bælt A/S launched a tender for a framework agreement concerning railway technical consultancy services on the future fixed rail link across Fehmarn Belt. The deadline for requesting for participation is 17 June 2019.
EUR 4 million is the estimated value of the contract and the price is not the only award criterion and all criteria are stated only in the procurement documents. The contract will be performed within 96 months (8 years) with an extension option for 3 x 2 years. The contract will cover railway safety consultancy services throughout the remaining part of the project as well as the beginning of the operational phase.
According to the tender, a maximum of 5 candidates will be invited to submit tenders. If more than 5 candidates fulfil the fixed minimum requirements and are not subject to grounds for exclusion Femern A/S will make its selection based on the list of deliveries/references. In this respect Femern A/S will emphasise the best and most relevant references.
The consultant is expected to perform assistance in the CSM-RA (risk evaluation and assessment) and RAMS (reliability, availability, maintainability and safety) process for the railway works, as well as to review the technical consultant’s and contractor’s railway safety process. The consultant will also provide assistance in developing and maintaining of Femern A/S’s railway safety management system and assistance in the testing and commissioning processes.
