Brazil’s Investment Partnership Program (PPI) and the Government of São Paulo have approved the concession model for three lines of São Paulo Metropolitan Trains (CPTM), the so-called Alto Tietê Lot.
The public-private partnership would be signed for a period of 25 years and comprises 11-Coral, 12-Sapphire and 13-Jade commuter lines. The operation costs are estimated at BRL 22.8 billion (USD 3.95 billion) and the PPP contract includes modernisation and expansion investment estimated in total at BRL 13.3 billion (USD 2.3 billion).
The planned investments include the construction of 10 new stations to serve the population, 8 by the concessionaire and two by the CPTM (Penha and Gabriela Mistral), in addition to the reconstruction and expansion of another 7 and the renovation of the remaining existing stations.
Currently, the three lines have a total length of 102 km and 29 stations are in operation. Under the concession contract, the winner will expand the commuter rail network 22.6 km, will improve the overhead line and will renew the track and signalling system as well as equipment and other systems.
In the case of Line 11 – Coral, there will be an expansion of 4 km from Estudantes to César de Souza, to take place in the year 5 of the concession contract. The line will have four additional new stations – César de Souza, Lajeado, Penha and Bom Retiro.
The Line 12 – Safira will be expanded by 2.7 km Calmon Viana to Suzano in the 6th year and a and new integration with Line 11 will be created. Cangaíba is the name of the future new station.
Line 13 – Jade the be expanded by 10.4 km from Guarulhos to Bonsucesso neighborhood in the 7th year of the concession contract, in addition to four new intermediate stations between Guarulhos International Airport and the neighborhood. In the direction of the city centre, there will be an extension from Parque Ecológico do Tietê to Gabriela Mistral, with two stations. The Gabriela Mistral station will connect to the 2 – Verde Metro station.
With the expansion of the infrastructure, there will also be important improvements in services, such as a reduction in the interval between trains.
Due to the project, the Line 12 currently operating with trains at each seven minutes, in the future the frequency will increase to one train at three minutes. Line 13 which includes both the Airport Express regular service, will also have a reduction of time. The express service, which currently leaves every hour, will reduce service time delivery to every 30 minutes. The regular train, which passes through all stations, will go from every 20 to 15 minutes, which is a significant time savings.
On Line 11 regular train services will be provide at each three minutes instead of three and a half minutes currently.
In addition, there will be modernisation and renewal of existing stations, reconstructions and new investments in viaducts and footbridges, eliminating railway crossings. The modernisation of all systems is also planned.
Under the concession agreement for the three lines of São Paulo, 4.6 million residents of the eastern zone of the Metropolitan Region of São Paulo will benefit modern transport services. The estimated demand in 2040, is 1.3 million passengers per day, according to studies.

The modernisation and expansion of transport stations will bring more comfort and agility to citizens. In addition, the construction of new stations and the reconstruction of old ones will connect one of the most populated areas of Guarulhos directly to Avenida Paulista, facilitating access to downtown São Paulo. This is a fundamental benefit for urban mobility and for the development of the metropolitan region, ensuring more opportunities and a better future for everyone,” said the Vice-Governor of São Paulo, Felício Ramuth, who is also president of the Investment Partnerships Programme Council.
Between June and July, the Secretariat of Investment Partnerships held public consultations and hearings to receive suggestions from the public regarding the project. In total, approximately 1,200 contributions were received. All questions were answered, and the pertinent suggestions were incorporated into the documents related to the bidding process.
The Alto Tietê Lot project is part of the São Paulo Government’s programme, which aims to expand opportunities for investment, employment, socioeconomic, technological, environmental and industrial development in São Paulo. In total, there are 25 qualified projects and a portfolio of more than BRL 495 billion (USD 85.9 billion).
