Despite the progress, contractors face significant challenges during bidding and execution due to lack of one set of Standard Bidding Documents across all the metro authorities unlike other sectors. Bidding stage issues such as unrelistics budget estimates, stringent technical qualification criteria, and unbalanced risk allocation create barriers in bidding and does not attract real competition. Similarly, during execution, delays in land acquisition/giving front for access to work area, frequent design changes, and cash flow issues often disrupt timelines and budgets.
The solution lies in fostering collaboration and transparency among stakeholders. The hallmarks of most successful metro contracts that have transparent bidding practices, streamlined land acquisition, price escalation clauses, and technology adoption like BIM and AI-powered tools can significantly improve project delivery. Timely payments and a centralized project monitoring system will also enhance execution efficiency.
The ambitious expansion plans should be coupled with speed in decision making at all levels and a strong execution focus during selection of contractors for various work. The massive investments planned for execution, the sector calls for attracting no. of EPC contractors with strong financial and project management credentials with lesser focus on technical PQ and thus creating a conductive environment that enables speed and faster completion of the projects that is much needed for meeting this ambitious metro networks expansion plan.
