BNSF Railway has announced a USD 3.8 billion capital investment plan for 2025, aimed at maintaining a safe, efficient, and reliable rail network while addressing future customer needs. The initiative underscores BNSF’s commitment to bolstering its infrastructure and expanding capacity.

BNSF capital investment plan will ffocus on maintenance and upgrades
The majority of the 2025 budget—USD 2.84 billion—is allocated to maintaining existing infrastructure. This investment aims to prevent unscheduled service disruptions, enhance network efficiency, and sustain the reliability of the rail system.
Key maintenance projects include:
- Replacement and upgrades to rail and track infrastructure, such as ballast and rail ties.
- Surfacing or undercutting work on 11,400 miles of track.
- Replacement of 2.5 million rail ties and 410 miles of rail.
Expansion and efficiency projects
BNSF has set aside USD 535 million for projects aimed at expanding network capacity and improving operational efficiency. Over the past five years, BNSF has invested more than USD 2.6 billion in similar initiatives.
Notable projects in 2025 include:
- Intermodal Facility Expansions: Completing a multi-year expansion at the Cicero Intermodal Facility in Chicago and initiating development for a new intermodal facility near Phoenix, Arizona.
- Barstow International Gateway: Advancing property acquisitions and development for this planned facility in California, designed to enhance freight movement.
- Southern Transcon Route Upgrades: Continuing the construction of a 20-mile third main line track near Needles, California, to boost capacity and improve service on the route between Southern California and the Midwest.
- Siding Capacity Enhancements: Increasing siding capacity near Phoenix, Arizona, to improve service recoverability and accommodate growing customer demand.
