Romania’s Railway Reform Authority (RRA) has announced that Alstom Feroviaria won the public tender procedure for the purchase of 20 inter-regional passenger trains (EMUs-IR).
Following the re-evaluation of the technical proposal of Alstom, based on the decision of the National Council for Solving Complaints (CNSC) in February, and receiving the unconditional approval from the National Authority for Public Procurement (ANAP), the Evaluation Commission formalised the designation of Alstom Feroviaria SpA as the winner of the tender EMU tender.
The acquisition of inter-regional passenger trains is financed through the Large Infrastructure Operational Program – LIOP and from the state budget and the estimated value is between RON 1.3 billion (EUR 266.4 million) and RON 3.7 billion (EUR 754.3 million) including the provision of the maintenance services for 15 years, with the possibility for a further 15-year extension.
The contract provides in addition to the delivery of the 20 electric units also their maintenance for a period of 15 years from the delivery of each EMU, all of which will be delivered within 31 months of the signing the contract, as well as the training of staff with regards to the exploitation, operation of trains and software applications.
Romania intends to acquire 20 additional electric trains totalling a 40 EMU fleet which will offer 350 seats. The new trains will be 40% low-floor and will be designed to the passengers with disabilities.
The general objective of the contract is the procurement of new rolling stock for passengers, including the concept of maintenance, which will be distributed to rail passenger operators in Romania, based on an addendum to public service contracts, to be developed in accordance with EU Regulation 1370/2007, amended by EU Regulation 2338/2016 and the provisions of Romanian legislation.
The acquisition of the new EMUs will increase passenger comfort and safety and transport capacity. It will also contribute to the reduction of the travel time and the road traffic as well as the level of GHG emissions.
