Financing agreement for ERTMS Level 2 on Paris-Lyon HSR

The financing agreement for the rollout of the ERTMS Level 2 system on the LGV (HSR) Paris-Lyon was presented in Ljubljana by Transport European Commissioner Violeta Bulc to French Minister for Transport Elisabeth Borne and SNCF Réseau CEO Patrick Jeantet. The agreement is for a subsidy of EUR 116,9 million from the European Union that is obtained under the program “European Interconnection Mechanism” 2014-2020. The sum represents 40% of the investments needed to deploy the ERTMS Level 2 system and a part of the cost of replacing signaling stations. ERTMS Level 2 will increase traffic capacity on this line, which is now the busiest in Europe, concentrating one-third of French high-speed traffic and hosting major trans-European links between France and Spain, Italy and Northern Europe.

Overall, more than EUR 600 million will be invested for the Paris-Lyon line. EUR130 million will be invested for the ERTMS system, EUR 340.80 million to replace and/or adapt the signaling stations, EUR 60.2 million to increase the necessary electric power, EUR 53.3 million to adapt infrastructures for the arrival of additional trains in Paris and Lyon and EUR 23.4 million as part of an environmental improvement program for this line. The project will allow more traffic by offering the possibility to go from 13 to 16 trains at rush hour, as well as increased train regularity. The installation of the ERTMS system on the LGV Paris-Lyon is a challenge for SNCF Réseau, which will deploy it for the first time on a line in operation, without interruption of traffic.

“The signing of this agreement with the European Commission is a very positive event, which is doubly relevant for the priorities of our mobility policy. It is primarily a project to modernise the network, which shows that innovation is a good answer to better use our existing infrastructure. It is also an investment that marks France’s desire to join the heart of European transport networks and which will make it possible to increase the offer for passengers,” minister Elisabeth Borne said.
