European Commission’s representatives support the implementation of projects for the development of railway infrastructure in Romania, according to calendars and budgets submitted by CFR SA representatives on March 30, 2018.
CFR SA, the national rail infrastructure manager, benefits of funding applications approved by the European Commission for 7 projects included in the CEF Transport Program 2014-2020, with a total contribution from CEF of about EUR 1.13 billion. One of the most important rail infrastructure modernisation projects is unrolled on the Brasov-Sighisoara railway section, for which CFR SA has obtained two financing grants, of EUR 1.11 billion, for the modernisation of Brasov – Apata, Cata – Sighisoara and Apata – Cata subsections.
These three subsections are located on TEN-T priority axis 22 (Rhine-Danube Corridor, northern branch) which provides the rail connection of Nürnberg-Prague-Vienna-Budapest-Curtici-Simeria-Brasov-Bucharest-Constanta corridor.
”Taking into account the 2016 legislative changes regarding public procurement, which affected the procedures for the procurement of services and works carried out by CFR SA, the Romanian Government approved a year later, in 2017, a Memorandum for the implementation of these projects. Within the European Commission (INEA and DG MOVE) a Measures Plan was adopted to speed up and facilitate the implementation of projects funded under the Connecting Europe Facility (CEF) 2014-2020” financing period, CFR SA explains.
The Romanian rail infrastructure manager indicates that a series of organisational, administrative and financial measures were necessary for the implementation of CEF projects and by the end of March 2018 all the tendering documents related to the rehabilitation projects of Brasov – Apata, Cata – Sighisoara and Apata – Cata subsections were published on the e-procurement national system.
CFR SA says that the submitted progress reports have received the approval of the European Commission, namely the INEA and DG MOVE.
The Commission appreciated CEF’s Actions regarding the railway sector and concluded that through the collaboration with DG Intermediate Body for Transport within the Romanian Ministry of Transports (DGOIT), which is the national coordinator of the CEF Program, CFR SA will be able to implement CEF projects in Romania in due time.
