CFR SA prepares new projects

Several railway infrastructure projects currently in execution or preparation were announced by Victor Alexandru, Investments Deputy General Manager, CFR SA, during the Infrastructure Conference in Alba Iulia, organised by Club Feroviar and the Romanian Railway Industry Association on 14-15 March 2018.

This year, CFR SA plans to launch nine projects which are currently in preparation. Seven of these projects will be financed through the Operational Programme Large Infrastructure 2014-2020 (POIM), while two are financing through CEF 2014-2020. We have several ongoing projects and we will launch new procurement procedures for elaboration of feasibility studies, as well as execution of works for railway infrastructure modernisation”, declared Victor Alexandru.

“There is one project for the review of the feasibility study for Bucharest North Station – Henri Coanda International Airport railway. The contract cost amounts to RON 2.7 million. The open tender was launch at the beginning of March, while 12 April is the deadline for submitting bids”, declared Victor Alexandru.

Another project consists of the modernisation of Ploiesti–Adjud-Focsani–Bacau-Roman-Pascani-Iasi-Frontiera railway. The project is in the phase of tender book preparation for the elaboration of the feasibility study. The contract for the elaboration of the study is estimated at RON 83.48 million, VAT excluded. In order to provide increased speed and quality of services, CFR SA will undergo reparation and modernisation works to various lines such as Bucharest-Brasov, Timisoara-Arad, Bucharest-Buzau, Bucharest-Craiova, Pascani-Iasi, Bucharest-Constanta, Bucharest-Pitesti. Currently, the attribution documentation is in preparation.

The project for the modernisation of level crossings is also in the phase of preparation of the tender book for the procurement of services for the elaboration of the feasibility study (the contract cost amounts to RON 2 million) and the feasibility study for rehabilitation of bridges, tunnels and culverts – phase II, worth RON 17 million.

The modernisation of railway stations (47) is another project to be launched this year. The elaboration of the feasibility study for this project is estimated at RON 20 million. The conceptual note, the design theme and the tender book associated to the tender documentation have been elaborated so far and now the JASPERS report is expected.

Also, the POIM 2014-2020 also includes the project for the implementation of all measures necessary to the operation of ERTMS on Predeal-Bucharest-Constanta section. The contract for the elaboration of the feasibility study is worth RON 9.64 million. The project is in the phase of elaboration of the attribution documentation for the elaboration of the study.

The two projects financed through CEF include Brasov-Predeal railway and Port Constanta railway infrastructure. The contract for the elaboration of the feasibility study for the modernisation of Predeal-Brasov section is worth RON 20.5 million and the tender book for the procurement of the study elaboration is underway. The second project is worth RON 13 million and includes the elaboration of the feasibility study for the modernisation of Port Constanta railway infrastructure. For this project, CFR SA is currently drafting the procurement documentation.

At present, CFR SA has three projects in the phase of preparation of investments and their feasibility studies are being elaborated. Thus, the modernisation of the 100-km long Bucharest North Station- Jilava-Giurgiu Nord railway is in the feasibility phase. The contract was signed in 2017 with Baicons Impex -Acciona Ingineria consortium. The contract is worth RON 7.95 million, being financed through POIM 2014-2020, through the Cohesion Fund and the state-budget fund. Under the contract, the finalisation deadline is 2019. The first phase will include execution works at the bridge over Arges River, in Gradistea.

Another ongoing project includes the update of the feasibility study for the electrification and rehabilitation of the 165-km long Cluj-Oradea-Episcopia Bihor railway. The contract was signed with the same aforementioned consortium. Worth RON 4.56 million, the project is financed through POIM 2014-2020, the Cohesion Fund and state budget sources. The contract was signed in 2017 and is expected to be completed this year. Execution works are estimated at EUR 477.4 million.

In order to rehabilitate the 107-km long Craiova-Calafat railway, part of the Orient/East-Med Corridor, CFR SA and Consis Proiect-Baicons Impex consortium signed the contract for the review of the feasibility study. The deadline for the RON 3.9 million project is 2019. The financing source is CEF 2014-2020, the Cohesion Fund and the state budget. Execution works are estimated at EUR 566 million.

New projects in phases of procurement and financing through the Cohesion Fund and CCEF are worth a total RON 6.1 billion. They include the rehabilitation of Brasov-Simeria railway, a section of the Rhine-Danube Corridor, Brasov – Sighisoara section, Brasov – Apata and Cata – Sighisoara subsections. The contract for the execution of the rehabilitation works on Brasov – Apata and Cata – Sighisoara subsections, 84.36 km, the contract is worth RON 3.19 billion (VAT excluded). The evaluation of offers is now underway and expected to be completed by the end of March 2018.

Also, the development of Brasov-Simeria railway rehabilitation works, Brasov – Sighisoara railway section, Apata – Cata subsection, includes the 28.2 km section. The procurement procedure was resumed in December 2017. Currently, potential bidders are receiving clarifications on the procurement and the deadline for submitting bids is 20 March 2018.

Another project financed through the Cohesion Fund and CEF is the rehabilitation of Craiova – Drobeta Turnu Severin – Caransebes railway. The contract for the feasibility study for 227 km of railway is estimated at RON 41.9 million. According to CFR SA, the procedure is appealed at Bucharest Court of Appeals.

According to the declaration of Victor Alexandru, in 2017, the total value of POIM 2014-2020 projects was of RON 13.2 billion, with a total eligible value of RON 10.6 billion. The eligible value for non-reimbursable foreign funds was 75% (RON 7.9 billion) and the eligible value through the state budget was of RON 2.64 billion.
