Poland’s Court of Appeals has invalidated the decision of Warsaw public transport company, ZTM Warszawa, announcing the cancellation of the tender for the procurement of 213 new trams. As a result, the procedures will be resumed and ZTM Warszawa has to exclude Škoda and to reassess the submitted bids.
We recall that the bid submitted by the Czech rolling stock manufacturer, Škoda, was selected for the first tender, but the procedure was cancelled on grounds that Škoda had exceeded the budget. The tender’s initial cost was estimated at PLN 2.3 billion (EUR 538 million).
Right after the annulment of the selected bid, Hyundai Rotem manufacturer and Stadler-Solaris consortium have asked for the cancellation of the tender and the elimination of the Czech manufacturer. Moreover, Stadler-Solaris consortium asked the re-establishment of its offer and the elimination of Hyundai Rotem’s bid too.
In May 2017, five bidders expressed interest in the tender launched in Warsaw:
- Stadler Polska – Solaris Consortium with a bid of PLN 2.20 billion (EUR 525.67 million);
- Hyundai Rotem with a bid of PLN 2.23 billion (EUR 532 million);
- Škoda Transportation with a bid of PLN 2.72 billion (EUR 647.4 million);
- Pojazdy Szynowe PESA with a bid which exceeds PLN 2.722 billion (EUR 647.9 million);
- Alstom Konstal with a bid of PLN 3.4 billion (EUR 813.67 million).
The most important selection criterion of the tender is the price (53%), followed by the maintenance activity level for the first 1 million km (20%), energy consumption (9%), rail impact (5%) and low floor area (3%).
ZTM Warszawa’s firm order consists of the delivery of 123 trams (in the first phase): 85 bidirectional trams and 18 unidirectional trams with low floor and a length of 33 m and twenty 24-m long trams. The option for another 90 trams includes 45 bidirectional trams and 45 unidirectional trams, all with a length of 33 m.
