Metrolinx has selected five Prequalified Operators in response to the Request for Qualifications (RFQ) for RER Operations issued in July 2017. The Prequalified Operators are eligible to participate as operators on applicant teams for the upcoming Design Build Finance Operate Maintain (DBFOM) procurement process for the RER on-corridor works.
Prequalified Operators were selected based on an evaluation of their approach, experience and financial capacity to deliver the expected scope of operations services for the planned RER service.
They are: First Rail Express (comprising First Group and EllisDon); Keolis / SNCF; MTR Corporation; Toronto Regional Express Expansion (comprising Deutsche Bahn and John Holland) and Trans Regional Rail Group (comprising Serco and RATP Dev).
A market sounding exercise with interested parties for the DBFOM procurement will commence in early 2018 and a Request for Qualifications (RFQ) for the DBFOM procurement is expected to be released in Spring 2018.
