According to the capital investment plan until 2022, the Northeast Corridor will need USD 38 billion to sustain the rail transport services. The plan includes the USD 3.3 billion in capital investment shared by states, commuter railways, and Amtrak through the Baseline Capital Charge (BCC) Program created by the Northeast Corridor Commuter and Intercity Rail Cost Allocation Policy (Cost Allocation Policy). In addition, USD 6 billion should come from Federal Grants and other state or Amtrak sources.
According to the report, the funding gap is valuated at USD 19.4 billion.
This Plan prioritizes the top initiatives that could be advanced in the next five years to reduce the state-of-good-repair backlog if additional funding became available. These priorities include basic infrastructure backlog elimination to ramp up the replacement of older assets like signal and electric power supply systems.
The 735 km rail corridor links four of the country’s ten largest metropolitan areas – Boston, New York, Philadelphia and Washington. The NEC supports over 820,000 trips each day, 780,000 on eight commuter railways and over 40,000 on Amtrak’s various intercity services, on over 2,200 trains.
