The Infrastructure team and the Office of the Chief Economist at EBRD have developed a joint Policy Dialogue Plan to encourage dialogue with different stakeholders on pressing reform challenges in the infrastructure sector and to pave the way for further policy change in the COOs (Countries of Operations). The Plan’s main goals are related to undertake policy changes necessary for delivering infrastructure projects in an efficient way and bringing the Bank’s COOs closer to a market economy; to deliver a broader range of projects that are not feasible in the current policy environment; and to finance projects based on more advanced market-oriented structures, i.e. with more private financing on commercial terms.
The Plan is focused around specific initiatives in order to effectively enhance policy dialogue. The first focuses on the best way to unlock private investment for facility management Public–Private Partnerships in the Bank’s COOs. The Bank is therefore preparing a programme that would include a number of policy dialogue activities on facilities management and PPPs (the Assignment).
