The Asian Development Bank Institute (ADBI) has introduced a new e-learning course on high-speed rail (HSR) development, designed to equip policymakers with the knowledge and expertise required for effective planning and implementation. HSR has become a key policy tool for regional development across Asia and Europe. However, its expansion presents challenges such as project appraisal, economic impact assessment, and evaluating benefits for national and regional development.
This course aims to provide insights into global best practices, lessons from both successful and unsuccessful projects, and the latest advancements in HSR planning. Participants will explore case studies and expert analyses to enhance their decision-making capabilities.
HSR development course overview
The ADBI E-Learning Course will cover five key modules, offering a comprehensive examination of the latest frontiers in HSR development. The curriculum includes:
- Module 1: Global Perspectives on Frontiers in HSR Development
- Module 2: Historical Facts and Impact Evaluation of HSR Development
- Module 3: Transportation Mode Choice in Viet Nam Intercity Trips
- Module 4: Estimating the Environmental Benefits from HSR Development in Viet Nam
- Module 5: Benefits of HSR
The course will adopt a dual approach, combining self-paced learning with instructor-led sessions. Participants are required to complete all five modules within the programme timeline, which runs from 28 February to 28 March 2025.
The course is structured to balance self-paced study with interactive engagement. An orientation session will take place on 28 February 2025, followed by weekly follow-up sessions on 7 March, 14 March, and 21 March. These sessions will provide participants with guidance and opportunities to discuss key topics.
The programme will conclude with a virtual policy dialogue workshop on 28 March 2025, where selected participants will present case studies and engage in discussions with ADBI-invited experts. This final session will serve as a platform for sharing insights and exchanging views on HSR development strategies.
To ensure an even distribution of workload, the course is designed to be completed over a two-week period, with participants encouraged to take two to three modules per week and use the remaining time to prepare for their final presentations.
The course seeks to:
- Enhance policymakers’ understanding of HSR development and its strategic implications
- Generate new perspectives and innovative ideas for advancing HSR projects
- Share global best practices and research on transport infrastructure, including spillover effects and quality-of-life impacts, with a focus on HSR initiatives
The programme is designed for government officials from Asian Development Bank (ADB)developing member countries who are responsible for policy formulation, evaluation, and the implementation of transport infrastructure projects.

By the end of the course, participants will have:
