An open call for tenders for two Latvian rail projects will be launched soon, covering two main projects on a line connecting the centre of the country with the eastern part towards the border with Estonia.
Latvijas dzelzceļš (LDz) will issue the tenders for the design and construction works to modernise the passenger infrastructure on the 166 km Rīga – Lugaži railway line. The modernisation comprises two main projects one including the Rīga – Lugaži line and the other, the Rīga – Lugaži – State Border connection. LDz has organised an online consultation with interested suppliers on January 21, 2025, as well interested suppliers which are invited to submit their written commentaries and proposals.
The aim of the meeting was to inform the potential suppliers about the basic conditions of the planned procurement, identify their abilities to provide a tender that meets the subject of the procurement in accordance with the technical specification and receive proposals for the improvement of the procurement documentation.
In the first quarter of 2025 LDz plans to announce three open tenders for the “Modernisation of railway passenger infrastructure” project which involves works on the following routes:
Rīga – Liepāja Line: Construction (design and construction works);
Rīga – Lugaži Line (Jugla, Garkalne): Construction (design and construction works), which is co-financed by the EU through the Cohesion Fund. The design is expected to be completed in nine months from the date of signing of the contract and construction works would be completed in March 2027.
Modernisation of rail passenger infrastructure on Rīga – Lugaži – State Border with Estonia: Construction (design and construction works). The project covers construction works to be carried out at nine stations and stops (Inčukalns, Egļupe, Sigulda, Līgatne, Ieriķi, Lode, Valmiera, Strenči, Valka).
To deliver benefits, the contractors for these two Latvian rail projects will be responsible for dismantling of existing passenger platforms, related infrastructure, buildings and other structures, for the construction of new elevated platforms including access infrastructure, installation of platforms and station equipment, as well as construction and reconstruction of platform access infrastructure including pedestrian crossings, pedestrian paths, squares, elevator construction. In addition, the winner will be also responsible for the construction of external power supply system and lighting, and for the installation of video surveillance infrastructure and systems and reconstruction of the railway signalling system.
