The Southeastern Pennsylvania Transportation Authority (SEPTA) has awarded a USD 211 million contract to Cubic Transportation Systems, Inc. for the development and implementation of “SEPTA Key 2.0,” a next-generation fare payment system.
The project aims to modernize the transit system’s fare collection infrastructure, offering enhanced reliability, usability, and functionality for riders. The new system will introduce virtual Key Cards, support equity-focused fare policies, and upgrade SEPTA’s website, mobile app, and customer service call center.
SEPTA Board Chair Kenneth E. Lawrence Jr. highlighted the need for modernization, noting that the current fare payment system, designed over a decade ago, is no longer equipped to meet the demands of evolving technology. “This investment is essential for keeping SEPTA’s services aligned with customer expectations and industry standards,” Lawrence said.
Interim General Manager Scott A. Sauer underscored the importance of the project, describing it as a “state-of-good-repair initiative” critical for sustaining ridership growth. “A consistent, modern fare payment system is as important to our success as safety, reliability, and cleanliness,” Sauer stated.
The decision follows a customer outreach campaign and an extensive review of proposals submitted after SEPTA’s 2023 request for bids. Cubic Transportation Systems, which has developed fare systems for major cities worldwide, was ultimately selected to lead the effort.

The design and implementation phase for SEPTA Key 2.0 will begin immediately, with the project expected to be completed by 2029.
