The consortium of Subterra, Hochtief and BeMo Tunnelling was selected as the contractor for Prague Metro line D section between Olbrachtova station to Nové Dvory, the public transport company DPP announced.
The winning consortium has submitted a bid with a value of CZK 30 billion (EUR 1.2 billion).
The 3.3 km section from Olbractova to Nové Dvory includes two intermediate stations (Nadraží krč and Nádraží Krč) towards Nové Dvory. The tunnels for this section will be excavated using New Austrian tunneling method (NATM). According to the project’s schedule, this section is expected to be completed in five years from contract signing.
Three consortia led by Porr, Strabag and Subterra have submitted their bids for the second Prague Metro line D section. DPP has decided to exclude the association of companies led by Porr from the tendering process, as its offer contained fundamental deficiencies that the DPP could not accept, while the bid submitted by Strabag was not evaluated due to the highest bid price. The DPP then evaluated the two cheapest offers in turn according to the submitted price. Both bidders had to explain and modify their bids during the tender process based on DPP calls, as they contained an exceptionally low bid price, deficiencies in the area of meeting the qualification requirements and errors in the submitted construction schedule.
While the Subterra-led consortium in response to DPP’s call explained or corrected the extremely low bid price and filled in deficiencies in the construction schedule and qualifications, the Porr-led consortium essentially ignored the call for clarification of the extremely low bid price, only corrected some errors in the schedule, and at the same time didnew errors.For these reasons, the DPP, based on the unanimous recommendation of the evaluation commission, excluded the association led by Porr from the procurement process.
The Chairman of the Board of Directors of DPP, Petr Witowski, said that “although we expected this contract to be a big battle, some practices are completely unacceptable to us. Instead of a fair competition, pressure is exerted on the members of the DPP Board of Directors, the DPP Supervisory Board or the General Council. Prague, and even the members of the evaluation committee themselves were threatened.” Due to these issues, the members of evaluation committee and company will take further legal steps as “such practices are inadmissible and completely outside any acceptable limits.”
Construction works for the first section of Line D were started in April 2022. The 3 km section with two stations is being built between Pankrác and Olbrachtova. This section is expected to be completed in 2029.
One year after construction has been launched, DPP said that 1.6 km of tunnels are excavated, and these activities will be carried out for the next three years.
In June 2022, the European Investment Bank (EIB) approved a financing of CZK 22763 million (EUR 921 million) with an eligible cost of the project of the section I.D1 estimated at CZK 45526 million (EUR 1843 million). The EIB financing will be used for the construction of I.D1 section from Pankrác to Nové Dvory. The financing will also support the construction of a passenger connection at Pankrác between Metro Lines C and D, the construction of a rail connection for trains from Line D to access line C as well as the construction of five metro stations (Pankrác, Olbrachtova, Nadrazi Krc, Nemocnice Krc and Nove Dvory. In addition, the EIB funding will also support the procurement of 10 metro trainsets comprising five cars each.
Line D will extend the city’s metro network to the south and will be a 10.6 km automated line with 10 stations from Náměstí Míru to the Písnice Depot station and has a total value estimated at CZK 98 billion (EUR 4 billion). The entire line will be constructed in ten small sections forming three main sections (I.D1, I.D2 şi I.D3).
The northern section I.D3 will be 2.7 km long with two stations between Náměstí Míru and Náměstí Bratří Synků. The 4.6 km I.D1 is the central section with five stations between Pankrác and Nové Dvory which will provide connection to the Prague – Krč train station. The I.D2 southern section will be the last one and will have 3.km with three stations between Libuš and Písek Depot station that will is designed with parc and ride facility. This section will also provide connection with the future Modřany – Nové Dvory tramway line.
