The European Investment Bank has under appraisal the construction of the third stage of Sofia Metro Line 3 for which is proposing a EUR 196 million financing.
EUR 436 million is the total cost of the project that includes the construction of a double track metro line of approximately 8.6 km in length which will be served by 9 stations. The project also includes the acquisition of new metro trains.
The construction is divided into two lots. The first one includes a 3 km long track with three stations and under the Lot 2, a 5.6 km line and 6 metro stations will be built.
The Line 3 will improve public transport passenger services in the Bulgarian capital promoting the modal shift of passengers from private road transport to public transport. This is expected to reduce pollution and greenhouse gas (GHG) emissions and improve the air quality levels of the local environment.
The project will also be funded by the Recovery and Resilience Facility (RRF) which includes a EUR 665.8 million allocation for the development of sustainable transport covering the ERTMS deployment,the creation of a legal framework for a single transport ticketing system and single integrated transport scheme, regulatory measures to strengthen the capacity to implement TEN-T projects, as well as other measures to promote green transport. The investments include the acquisition of electric rolling stock for sub-urban and interregional rail transport, upgrade of existing railways infrastructure with ERTMS and digital systems, the extension of Sofia Metro Line 3 by constructing a 3 km of new metro section, a new intermodal terminal in Ruse, the digitalisation of rail transport, a sustainable urban mobility pilot scheme including zero-emission public transport vehicles and charging station infrastructure.
For the Sofia Metro Line 3, the RRF has a budget of EUR 110.5 million split into two sub-measures. EUR 15.3 million is the value of the first measure which includes the line and the ERTMS deployment, and EUR 95.2 million covers the construction of the three km of metro section.
The entire line will have a length of 21 km with 21 stations implemented into 4 stages. The authorities have officially opened 4 km and 4 station in April 2021.
