In the Eastern Black Sea Region Environment Plan approved by the Turkish Ministry of Environment and Urbanisation, three alternative routes were identified for the railway line planned to be constructed on the Black Sea Coast from Erzincan, Trabzon and Giresun. It is envisaged that the railway line established on the Samsun (Turkey)-Batumi (Georgia) coastline will be connected to the inner areas together with the lines of Tirebolu-Gümüşhane-Bayburt, Çaykara-Bayburt-Erzurum and Ortahisar-Torul-Erzincan.
The Environment Plan was prepared as the longest-term plan in the region and included roads, air and sea routes as well as railway-related routes to be developped. The plan for connecting Ordu – Trabzon – Rize – Giresun – Gümüşhane was approved by the by Trabzon Metropolitan Municipality.
The plan notes that the Samsun-Sarp railway connection was established within the scope of connecting the region to Batumi-Samsun line and the inner regions. With this railway line, port-rail-highway networks have been integrated into one another, while a comfortable and efficient development area has been identified especially for freight transport. This railway line, which is located on the coast line, follows the Tirebolu-Gümüşhane-Bayburt, Çaykara-Bayburt-Erzurum, Trabzon Central District (Ortahisar) – Erzincan lines which were established along with the inner zone. On the other hand, there will be two-way railway crossings between Ordu-Giresun and Trabzon-Rize.
One of the planned routes to be constructed on the Black Sea coast stands out as Çaykara-Bayburt-Erzurum. This line goes from Erzincan to Erzurum and then to Bayburt. The line passing through Bayburt- Konursu goes to Soganlı Mountain from there and goes through Çaykara and Solaklı Valley.
The other planned route from Erzincan to the Black Sea coast is Ortahisar – Torul – Erzincan. The railway line departing from Erzincan and arriving via Kelkit passes through Torul and passes through Kalkanlı summit on Mount Zigana and reaches Maçka. The railway line that goes along Maçka Valley connects to the coast of Ortahisar district.
