Three bidders for PKP Intercity’s double-decker tender

PKP Intercity announces that three potential contractors interested in the execution of the order for double-decker electric multiple units have submitted applications for admission to the procedure. They are: Stadler Polska Sp. z o. o., consortium with the leader Siemens Mobility Sp. z o. o. and Alstom Polska SA.

In October this year, PKP Intercity announced a competitive dialogue procedure for the purchase of 42 double-decker electric multiple units to serve domestic connections, with the possibility of ordering another 30 trains. These will be the first vehicles of this type in the carrier’s rolling stock. Considering the number of ordered combined trains and the value, i.e. almost PLN 10 billion gross in terms of the basic order, this order will be the largest among those implemented to date.

Applications to participate in the proceedings were submitted by:

1) Stadler Polska Sp. z o. o., Siedlce

2) Consortium: Siemens Mobility Sp. z o. o., Warsaw (leader), Siemens Mobility GmbH (member), Otto-Hahn-Ring, Munich,

3) Alstom Polska SA, Warsaw

Preparation for liberalization of the rail market

The procedure for purchasing modern double-decker trains results from the growing interest in long-distance travel. PKP Intercity, in order to compete with other carriers, needs vehicles that can accommodate at least 500 passengers and provide a comfortable and fast journey. These trains are supposed to develop a minimum speed of 200 km/h.

Safe operation of the double-decker trains will be ensured by the European ETCS level 1 and 2 safety system, on-board diagnostics system and GPS. The trains will be fully compliant with the TSI Loc&Pas technical specification, and adapted to transport people with reduced mobility – in accordance with the TSI PRM.

PKP Intercity has planned to purchase 42 double-decker electric multiple units with a 30-year maintenance period. In addition, it is possible to order another 30 vehicles. The value of the basic order is almost PLN 10 billion gross (EUR 2.3 billion), of which 55% is the amount allocated for the purchase of rolling stock. The value of the order with an option for an additional 30 vehicles is almost PLN 17 billion gross (EUR 3.9 billion). According to the adopted assumptions, the collection of all vehicles from the basic order should take place no later than 77 months from the date of conclusion of the contract.

Double-decker specifications

In the double-decker vehicles, passengers will be able to use comfortable, retractable seats, WiFi, power and USB sockets. Air conditioning will also ensure travel comfort.

Travel safety will be ensured by a fire detection system covering the entire vehicle and video monitoring.

The vehicles will have a 1st and 2nd class section, a quiet zone, and a space for children. Vending machines will be installed on board, and a designated area for eating meals will also be provided. There will also be space for bicycles and large luggage with the possibility of securing them.

PKP Intercity‘s double-decker electric multiple units will operate in the economy category. These vehicles are intended to serve popular routes, including from Warsaw to Gdańsk, Łódź, Olsztyn, Wrocław, Kraków, Białystok and Terespol.
