Under commission from the Norwegian Ministry of Transport and Communications, the Norwegian National Rail Administration (Jernbaneverket) is paving the way for competition at the terminals in Stavanger and Trondheim. In 2017, competition will be introduced for operation of the 12 freight terminals in Norway. Greater competition will result in better services at freight terminals and more freight on the railways.
„These services will not be put out to tender as we are not intending to purchase any services. However, we must be able to control who operates within the terminal. Anyone wishing to offer services at the freight terminals must be approved by us and must have entered into a contract with a train company”, explains Kjell Ivar Maudal, Head of Terminals at Jernbaneverket.
If the trial period at Stavanger Freight Terminal Ganddal and Trondheim Freight Terminal Brattøra is successful, the concept will be introduced at all freight terminals (owned by the Norwegian National Rail Administration).
Companies wishing to offer terminal services to a train company will be subject to a four-stage process before being allowed to enter the terminal: their company papers must be in order, they must demonstrate that they have a quality control system, that HSE is in place, as well as possessing the necessary certificates and courses to raise awareness of the risk associated with working on or in proximity to a railway line. These are important requirements from us, emphasises Maudal.
