Slovenian Infrastructure Ministry will publish the findings of a cost-review of the expansion of the railway between Divača and the Koper port. According to The Slovenia Times, an unofficial reports indicate the cost could be cut from the originally projected EUR 1.4 billion to under EUR 1 billion.
The report, conducted by to Italian company Geodata Engineering, will serve the government as a basis for the financial plan for the project, which has been years in the making.
Geodata Engineering was tasked in June to draw up an estimate including all possible cost optimisations. Its first findings were submitted to the Infrastructure Ministry at the end of September.
Some media reported at the time the cost had been revised to under EUR 1 billion, but others have pointed out the price will ultimately depend on what exactly will be built.
In March, Slovenian Government has adopted the decision on establishing a company for the construction of the Divača–Koper second railway track. The new company established for the construction of the second railway track will act as an internal operator carrying out all activities necessary for the implementation of the Divača–Koper Second Railway Track project, and will later assume the management role in this investment. In 2016 and 2017, the company will be recapitalised by the Republic of Slovenia in the maximum amount of EUR 200 million, and also by private investors and other interested inland states, whose total recapitalisation amount will exceed the investment of the Republic of Slovenia. This activity is planned with the establishment of a public-private partnership.
This April, the Slovenian Ministry of the Environment and Spatial Planning issued a construction permit for building the second railway track between the port of Koper and Divača. Preparatory works are planned to start this year.
