RB Rail calls for design services for stations in Lithuania

Rail Baltica’s regional stations

RB Rail invites potential suppliers to qualify for the upcoming procurements of design and design supervision services for Rail Baltica’s regional stations and railway nodes in Lithuania, laying the groundwork for the next stages of the project’s infrastructure development.

Rail Baltica is currently in an active construction phase in Lithuania. In parallel with ongoing development, preparations for future work is advancing, with a pre-qualification process for suppliers of design services launched in October.

The Qualification Assessment System (QAS) has been established to pre-select suppliers to carry out the future Rail Baltica works. This system ensures that only suppliers meeting specific qualification criteria are shortlisted to participate in the upcoming tenders.

Suppliers included in the list of pre-qualified candidates will be the only ones invited to submit bids for specific procurement opportunities. The QAS is structured into four categories, organised by the scope and value of the planned procurements, along with the corresponding qualification requirements.

The tenders are categorised as follows:

  • design and design supervision services for the construction/reconstruction of the communications and engineering networks of the railway infrastructure of the Rail Baltica project at railway nodes;
  • design and design supervision services for the construction/reconstruction of the communications and regional stations, railway infrastructure, communications and engineering networks of the Rail Baltica project.

Suppliers interested in participating in the planned works of the Rail Baltica project in Lithuania are encouraged to submit their applications on 11 November.

Rail Baltica’s regional stations and railway nodes in Lithuania include, according to the EU Official Journal of Tenders:

  • Panevėžys and Vilnius nodes;
  • Kaišiadorių, Vievios regional stations;
  • Jonava, Pasraučiaim, Ramygala and Ručiūnai passenger stations; and
  • Jonava freight station.

Recently, the Lithuanian Government has approved a special plan for the development of Rail Baltica’s regional stations on the section from Kaunas to the Lithuanian-Latvian border, providing the possibility of connecting the Rail Baltica mainline with the regions.

“Regional stations are an important part of the Rail Baltica project, providing more convenient connections and freight transport opportunities on the new railway. It is now particularly important to ensure that the construction of the European railway is accelerated in Lithuania,” the Deputy Minister of Transport and Communications, Mindaugas Tarnauskas, said.

The Government’s approval of the special plan this Wednesday has made it possible to build regional stations with the necessary engineering infrastructure.

“In the future, according to the needs, priorities and available funding, it will be possible to build up to 7 regional railway stations and stops. The installation of regional railway stations and stops will ensure continuous infrastructure development in the next phases,” the LTG Infra Head for Rail Baltica Management, Justas Vyžintas, said.

According to the plans, the future seven stations and stops are:  

Vaškai passenger station;

Ramygala, Pasraučiai, Ručiūnai and Jonava passenger stops;

Joniškėlis and Jonava freight stations.

The special plan for the development of regional stations from Kaunas to the Lithuanian-Latvian border was made public in the summer of last year. For each station, two alternatives for the development of regional stations were presented. According to the solutions of the specific plan, the regional stations and stops from Kaunas to the Lithuanian-Latvian border will be of three types: basic, landmark and platform.

In addition to the international stations in Kaunas, Vilnius, Panevėžys and connections to airports, the Kaunas-Poland border section will also include a station at the Lithuanian-Polish border, regional stations in Marijampolė, Šeštokai and Kazlų Rūda, to be connected by regional links, and the Palemonas stop. On the Kaunas-Vilnius section, regional stations are foreseen in Kaišiadorys, Vievis and Lentvaris.

Construction of Rail Baltica between Kaunas and the Lithuanian-Latvian border started in April 2022 and the construction is currently underway on a 29.2 km section towards Panevėžys. A contract was signed this October for construction work on a new 17.1 km section.

Rail Baltica will include the construction of an electrified double-track European-gauge railway connecting Warsaw, Kaunas, Vilnius, Panevėžys, Riga, Pärnu and Tallinn. The total length of Rail Baltica in the Baltic States is 870 km, of which 392 km in Lithuania, 265 km in Latvia, and 213 km in Estonia.

Rail Baltica continues to expand its international partnership network, engaging with around 300 Baltic and EU companies. To date, over EUR 4.7 billion in supplier contracts have been signed. The project is co-financed by the EU through the CEF and from states’ national budgets.
