Increased budget for ports’ rail access improvement in Poland

Poland’s Council of Ministers adopted a resolution which allows a EUR 737 million (PLN 3.2 billion) increase of National Railway Programme budget, from initially EUR 15.3 billion (PLN 66.4 billion), to EUR 16.2 billion (PLN 70 billion). The programme will run until 2023.
“Increasing the budget of the National Railway Program to almost PLN 70 billion is evidence of trust in the activities we carry out by modernizing railway lines,” said Deputy Minister of Infrastructure Andrzej Bittel.
The increased budget of the Programme concerns the implementation of competition projects co-financed under the Connecting Europe Facility.
“With this budget update, PKP Polskie Linie Kolejowe will be able to choose contractors and start construction work in seaports and on the Poznań-Szczecin route this year,” said Ireneusz Merchel, the CEO of PKP Polish Railway Lines.
Through this resolution, the increasing the financial resources will allow railway access improvement to the ports of Gdynia, Gdańsk, Świnoujście and Szczecin, enabling a further dynamic development of Polish ports, Andrzej Adamczyk, the Minister of infrastructure, commented.
EUR 414.5 million (PLN 1.8 billion) will come from the state budget for the recapitalization of PKP PLK which will ensure the proper implementation of the Programme until 2023. These funds will be allocated to projects improving the railway access to the four seaports which are of primary importance for the national economy. The necessity to increase the funds for these projects results from exceeding the estimated values of port investments.
EUR 322.4 million (PLN 1.4 billion) will is to be covered from a loan from the European Investment Bank. The funds will be used to co-finance the ports’ investment and for the modernisation of the E59 railway line between Poznań and Szczecin, including the Wronki – Słonice section, which has been moved from the reserve list to the basic one in connection with obtaining the EU co-financing.
Recently, PKP PLK announced that has implemented 60% of the National Railway Programme, which includes 220 projects.
