EU finances Rijeka Port railway modernisation

Under the 2016 CEF Transport calls, Croatia has received a EUR 28.6 million co-financing for the modernisation and development of the rail infrastructure necessary for transport operations at the Rijeka Port.
It is part of a global project covering adjustments in all port of Rijeka basins aiming to improve cargo transport. The Action includes project management, communication, supervision, executive design, site
preparation and construction works for railway tracks and cranes, installations and water drainage
systems. The Action will contribute to multimodality and increased efficiency on the Mediterranean
corridor.
Croatia’s 2016 CEF Transport calls involves 23 eligible proposals that were submitted in response to the call for proposals requesting EUR 152.3 million of CEF funding and 15 proposals were selected for funding with a total of EUR 74.1 million recommended CEF funding.
Beside the Rijeka Port railway project, Croatia submitted the preparation of the project documentation
for the reconstruction of the Oštarije-Škrljevo railway section with a recommended CEF funding of EUR 5.95 million. The Action covers studies for the reconstruction of the railway section Oštarije-Škrljevo, part of the Zagreb Main Railway Station-Rijeka M202 railway line, located on the Rijeka-Zagreb-Budapest pre-identified section of the Mediterranean Core Network Corridor. It is part of a Global Project for the completion of the Rijeka-Zagreb section of the Rijeka-Hungarian border connection. It includes project management, conceptual designs for the railway reconstruction, a feasibility study examining several variant solutions, as well as a cost-benefit analysis and an environmental impact assessment for the selected solution. The Action will contribute to the improvement of the cross-border connection between Croatia and Hungary.
Another railway project submitted, with a EUR 9.58 million recommended CEF funding is the preparation of design documents for the reconstruction of the Okučani-Vinkovci railway section. The Action covers studies for the reconstruction of the 131 km long railway line Okučani-Vinkovci, located on the Zagreb-RS border section, part of the Other Sections of the Core Network. It is part of a Global Project for the railway reconstruction between Dugo Selo and the Croatian border with Serbia. It includes project management, a feasibility study, conceptual, preliminary and final designs, a rail traffic model, as well as a CBA and an EIA for the selected solution. It also includes land expropriations and the procedures for obtaining the location and building permits. In the long-term the Action will contribute to the improvement of the cross-border connection, encouraging greater economic, social and territorial cohesion.
Croatia’s proposal for Rijeka Port infrastructure -Bulk cargo terminal Bakar has a recommended CEF funding of EUR 5.18 million and involves works for the removal of a bottleneck through the upgrade of a bulk cargo terminal in the Bakar basin of the port of Rijeka. Action covers reconstruction of rail tracks within the terminal that connect it to the hinterland railway network. The Action covers project management, supervision, executive design, and removal of existing infrastructure, reconstruction of pavement, rail tracks, drainage and waste water systems, as well as communication activities. The Action will improve the efficiency of cargo handling at the port of Rijeka.
Within EUR 1.4 million, Croatia proposed the upgrade of the Rijeka Port infrastructure -Port Community System, a project that includes the development and modernisation of the rail infrastructure in the port and to modernise port operations through usage of ICT systems and new management methods. In the long term, the proposed Action will contribute to an improvement of regional transport flows and better multimodal integration and interoperability.
We mention that for under Rijeka Port rail projects, Croatia has submitted another project – “Upgrade of the Rijeka Port infrastructure – Zagreb Pier container terminal (POR2CORE-ZCT)”. This is implemented jointly by the Port of Rijeka Authority and HŽ Infrastruktura. A specific goal is to eliminate the existing bottleneck and to adapt the Rijeka station railway infrastructure to meet the increase in transport demand in the Port of Rijeka, at the same time encouraging urban revitalization by enabling the relocation of port activities. The Project was applied for the second call of the Connecting Europe Facility – CEF, Transport 2015, Cohesion Envelope. The Grant Agreement was signed in November 2016, providing 85% co-financing from the European resources. The total value of the project is EUR 31.6 million, and the HŽI share amounts to EUR 22 million. The Project will be implemented from 2017 to 2020. This project involves the reconstruction of the cargo section of the Rijeka railway station, with the reconstruction and extension of 12 tracks and other works, the construction of a connection to track facilities and the construction of four 400 m long tracks on the new part of Zagreb Pier container terminal, and two tracks for gantry cranes (the Port of Rijeka Authority is the investor).
