Estonia: Lux Express could enter rail passenger market

07-estoniaThe Estonian bus company Lux Express plans to enter the domestic rail passenger market by operating passenger trains on the Tallinn-Tartu route. The company’s aim is to launch initially a non-subsidized service on this route.
“We are encouraged to take this step by our existing solid client base, as well as the fact that a few years ago we made serious preparations for starting international passenger carriage by rail on the Tallinn-St. Petersburg route, due to which we now have the necessary primary competence. The analyses were promising, but the launch of the international service got bogged down in administrative barriers,” Lux Express CEO Hannes Saarpuu said.
Hannes Saarpuu is seeking the Ministry of Economic Affairs and Infrastructure’s positions on more issues so the company could map out further steps. They concern the distribution of rail capacity for passenger carriage on a commercial basis, the possibility of state support for the acquisition of trains, and the potential nature of long-term agreements on capacity, timetables and infrastructure fees.
