EIB evaluates the construction of the first tramway line in Liège for a EUR 210 million financing. The total value of the project is EUR 420 million and includes the construction of 21 stations and a new depot and the acquisition of trams.
The project will procured as a public-private partnership (PPP) via a design-build-finance-maintain (DBFM) agreement to be signed between Société Régionale Wallonne du Transport (SRWT) and the private partner.
At the end pf 2014, SRWT selected the MobiLiège consortium formed by Alstom, BAM PPP PGGM and DG Infra to finance and build a 12 km line between Sclessin and Bressoux and to deliver 19 Citadis trams. The services would be provided by TEC, the regional transport operator.
In December 2014 SWRT selected the MobiLiège consortium of Alstom, BAM PPP PGGM and DG Infra to finance and build the 12 km line linking Sclessin and Bressoux via the city centre, including a fleet of 19 Citadis 405 trams. The consortium would be responsible for maintaining the infrastructure and rolling stock, although services would be run by regional bus and tram operator TEC.
In March 2015, works were suspended after Eurostat objected to the financial structure of the PPP concession.
The city of Liège has already spent around EUR 33 million on preparatory works.
