The general manager of Metro de Bogotá, Andrés Escobar Uribe, has announced that Apca Transmimetro consortium, comprising China Harbour Engineering Company Limited (Chec) and Xi’An Rail Transport Group Company was selected for the design, build, operate and maintain the city’s first metro line.
The sub-contractors of the consortium include CRRC Changchun and Bombardier which will supply the rolling stock.
The contract, including the operation and maintenance of the line, is expected to be signed within the next 45 days and the construction works are expected to start in the second quarter 2020.
“We have selected the concessionaire which will build, provide the equipment and trains and operate and maintain the first line of Bogotá Metro,” Bogotá Metro general manager said at the ceremony.
Initially, six consortia were pre-qualified and two consortia withdrew the tender, leaving four qualified, of which on 3 October only two of them submitted the offers. Apca Transmimetro, the winner, that received the highest score for its economic offer, 100 points, compared to 94.54, received by the Consorcio Metro de Bogotá, formed by FCC and Carso Infraestructura y Construcción.
The 15-month evaluation process was performed by Konfirma SAS. Until October 24, the losing bidder may present the contest decision.
The USD 4.4 billion project envisages the construction of a 24 km elevated metro line running through the so-called Caracas Corridor located in the south-west of the capital where public transport demand is highest. Under the contract, 15 stations and a depot will be constructed. The line will be operated by 23 trains able to each carry 1,800 passengers. The line will have a maximum capacity of 72,000 passengers per hour.
In 2018, the European Investment Bank and World Bank Group signed loan agreements with a total value of more than USD 1 billion for the implementation of the project.
