PKP Polish Railway Lines signed a PLN 641 million (EUR 153 million) contract with Intercor Sp. z o.o. for the modernisation of Warsaw – Białystok rail as part of Rail Baltica on Poland’s territory. PLN 467 million (EUR 111.4 million) will be the EU co-financing under the Connecting Europe Facility.
The project involves the modernisation of the line between Sadowne and Czyżew, and 12 platforms (that will be equipped with information systems) the rebuilding of two railway stations (Małkinia and Sadowne) as well as the construction of a new rail viaduct and an underground predestrian crossing.
70 km of tracks and 11 rail crossings will be modernised, including three bridges over the Bug River and the construction of the second line on Prostyń Bug – Małkinia section.
“We fully use Connecting Europe Facility financing. The modernisation of Sadowne – Czyżew rail section is one of our dozen of projects stipulated within National Rail Programme, which of course has the CEF financing. Under this project we will increase the transport capacity and quality of the transport services,” Ireneusz Merchel, CEO of PKP Polskie Linie Kolejowe said.
Works will start this year and they will be completed in 2019. After the completion, on Warsaw – Białystok rail passenger trains will run at speeds of 160 km/h, reducing time travel between the two cities from 2 hours and 25 minutes to less than 2 hours.
The project is conducted within “Works on the E75 railway line Sadowne-Czyżew section, along with the remaining works on the Warsawa Rembertów-Sadowne section”, of which the total estimated cost is EUR 244 million with a maximum EU contribution of EUR 186 million. 
“We are implementing one of the most important infrastructure projects within National Rail Programme. This involves the modernisation of Warsaw – Bialystok railway section which is part of the Railway Baltica corridor, connecting Warsaw via Kaunas, Riga and Tallinn, to Helsinki. We have already modernised the Warsaw Rembertów – Sadowne section and the next stage after the reconstruction of the tracks from Sadowne to Czyżewa we will launch the reconstruction of Czyżew – Białystok rail section,” said the Undersecretary of the Ministry of Infrastructure, Andrzej Bittel.
Poland’s National Railway Program up to 2023 envisages a PLN 66 billion (EUR 15.6 billion) investment. The E75 (Rail Baltica) main line has a priority for railway transport as it part of TEN-T and forms the connection of Baltic States, Poland and the rest of EU countries.
At the beginning of the year, PKP and the consortium formed by Track Tec Construction (leader), Infrakol, Leonhard Weiss, Intop Warszawa signed a PLN 208 million (EUR 49.3 million) contract for the modernisation of 95 km railway line between Ostroleka, Siedlce, Czeremchą and Bialystok on Sadowne – Bialystok route.
Under the Infrastructure and Environment Operational Programme, Warsaw Rembertów – Sadowne is moderised. Now, PKP signed the contract on the modernisation of Sadowne – Czyżew section and will be followed by Czyżew – Białystok modernisation, both projects having the EU’s co-financing. For Czyżew – Białystok project, the design work is currently under way. Works are scheduled for 2018-2020.
