Nigeria’s Senate has recently passed the Nigeria Railway Authority Bill 2015, a bill that proposes to repeal the current railway legislation. The proposed bill makes provision for the establishment of the Nigerian Railway Authority, which will manage railway activity in Nigeria, but will not function as the sole railway operator on state owned rail infrastructure. This move could facilitate the formation of public private partnerships (PPPs) with private companies wishing to invest in operating rail services in Nigeria. According to section 23-1 of the proposed bill, “The Nigerian Railway Authority shall have the power to grant a concession to any person.”
The announcement of the proposed bill came just in time to see Nigeria’s first standard gauge railway line initiating operations in one of the country’s most important economic zones between Abuja and Kaduna.
